9. PERFORMANCE EVALUATION

9.1 Monitoring, Measurement, Analysis and Evaluation

9.1.1 General
  1. The organisation shall monitor, measure, analyze and evaluated characteristics with significant impacts 
  2.  The determination shall include:
  •  what needs to be monitored
  •  the method to track performance
  •  relevant operational controls and 
  •  conformance with objectives and targets
  1. Monitoring equipment shall be calibrated and maintained and associated records shall be retained.

9.2 Internal Audit

9.2.1 General
To identify and resolve EMS deficiencies you must actively seek them out.
Audits establish whether or not EMS requirements are being carried out in the specified manner.
For your EMS audit program to be effective, you should:
  •  establish an appropriate audit frequency;
  •  train your auditors; and, 
  •  maintain audit records

9.2.2 Program Audit

Audit programme to be planned and established by taking into account environmental importance and previous results
Audit program shall be includes: 
  • Defining responsibilities for planning, auditing, reporting results and records
  • Determination of audit criteria, scope and methods
  • Selection of auditors to ensure objectivity and impartiality of audits
The results of your EMS audits should be linked to the corrective action system.
Systematic identification and reporting of EMS deficiencies to management provides a great opportunity to:
  • Maintain management focus on the environment, 
  • Improve the EMS
  • Ensure its cost-effectiveness
  • Continually improve
Documented information as evidences.

9.3 Management Review

  • Top management to review the EMS at planned intervals to ensure continuing suitability, adequacy and effectiveness
  • Assess opportunities and the need for changes to policy, Objectives and targets and the EMS
  • Records to be retained
The EMS must be reviewed by management from time to time to stay "healthy”

They are key to continual improvement and ensuring that EMS continues to meet the company’s needs. Keep your EMS efficient and cost-effective.  
The key question that a management review seeks to answer is..."Is the system working?”

  • Inputs to management review shall include

  1. Status of previous actions from management reviews;
  2. Changes in internal/external inputs, significant aspects/ impacts and compliance obligations;
  3. Achievement and progress on environmental objectives;
  4. Information on environnemental performance;
  5. Communications from external interested parties;
  6. Opportunities for continual improvement;
  7. Adequacy of resources for the environmental management system.

Outputs of management review are;

  1. Conclusions on the suitability, adequacy and effectiveness of the system;
  2. Continual improvement opportunities,
  3. Changes to the environmental management system, including resources;
  4. Actions relating to objectives not achieved;
  5. Implications for the strategic direction of the organization.
