1. Screening and Selection criteria
The HSE criteria are only part of the selection process. Other considerations include the financial, quality, reliability, and availability of the proposed contractor. It may be necessary to weigh the importance of HSE requirements on other factors, but checks must be done at the basic level so that unsuccessful contractors are not given further consideration.
Each contract HSE requirements imposed by the client will be required on a sub-contractor, should be considered in the selection process.
At this stage there are at least two things into consideration in the selection process;
- Risk Identification
- Approved Contractor List (ACL)
2. Contractor Orientation
2.1 High risk
When a project requires high-risk activities, meetings will be held to review the scope of work and potential hazards. In this meeting the HSE contractor strategy will be developed to determine how the contractor will manage the HSE.
Method : The Contractor provides people and tools for the execution of work under the supervision of clients, instructions and HSE management systems. Contractors have a management system to provide assurance that their personnel are responsible for qualifying for the job
2.2 Medium Risk
For Medium Risk projects, contractors will be required to fill in qualifying questions and develop specific plans based on the scope of work and associated hazards.
Method : The Contractor undertakes all aspects of the work under his own HSE management system, provides necessary instructions and supervision, and verifies the proper functioning of his HSE management system.
2.3 Low Risk
For low-risk projects, contractors will review applicable HSE information for the hazards of their scope of work.
